‘Arresting shooters won’t help’: Ram Gopal Varma weighs in on the Tiger Shroff case, reveals the truth about the underworld

October 24, 2026

New Delhi: Filmmaker Ram Gopal Varma has shared his thoughts on the shooting incident involving actor Tiger Shroff. He argues that the arrest of the perpetrators does not necessarily weaken the network behind them; therefore, such arrests should not be a cause for celebration.

Ram Gopal Varma wrote, “Those celebrating the capture of the shooters involved in the Tiger Shroff case should understand the reality… In the underworld, the person who actually pulls the trigger is the most replaceable, least significant, and cheapest component of the entire system. That is why a shooter is paid the least—their value is purely physical and only for a specific duration; once the job is done, they are no longer needed.”

  • He further added, “The organization does not rely on them for planning, management, negotiation, control, or maintaining the system. Think of them like laborers working on a construction site—they neither design the building nor own it. In the underworld, the shooter is that laborer. Those who assign the tasks and decide who lives or dies are the true architects and owners.”

“Similarly, kings or generals do not fight wars themselves; soldiers do. The entire military structure is designed to keep the decision-makers away from the actual combat. A general issues the order to fight, while it is the soldier who either kills, gets killed, or ends up being captured.”

In conclusion, the filmmaker stated, “My intention is not to equate the military with the underworld, but rather to illustrate the clear logic of how power operates.” By separating the decision-makers from those who take the risks, this system allows violence to persist over long periods, while those at the top remain safe. If a ‘don’ had to carry out every murder himself, he might well end up being killed; that is why he employs shooters who are easily replaceable.

In reality, therefore, the capture of these shooters is neither a major victory for the police nor a significant loss for the underworld. This is precisely why a shadow of fear continues to loom over the entire Bollywood film industry today.
