No More Form 16… ITR Rule Changes from April 1st; Documents Undergoing Changes Too

New Delhi: Form 16 is typically required for filing income tax returns or for other income-related formalities; however, you will no longer receive Form 16. Effective April 1, 2026, a change in regulations is set to take place, wherein a different form will be issued in its stead—a form that you can utilize as your official income document.

Form 16 is regarded as a certificate of Tax Deducted at Source (TDS). Specifically, it serves as the TDS certificate applicable to salary income. Under the new Income Tax Act, 2025, this document will be replaced by Form 130. Form 16 currently contains details regarding salary, the taxes deducted and deposited, and applicable deductions.

It also provides a comprehensive record of TDS deductions. As per tax laws, it is mandatory to issue Form 16 by June 15th of the financial year immediately following the year in which the income was disbursed and the tax was deducted.


  • Form 16A and Other Forms Also Set to Change
    Similarly, Form 16A serves as the TDS certificate for non-salary income sources, such as rent, interest, business income, and consultancy fees. Effective April 1, 2026, this document will be renamed Form 131. It must be issued within 15 days from the date on which the relevant quarterly TDS details are released.

    Salaried employees—along with pensioners and other taxpayers—require these documents to file their income tax returns, as they serve as proof that tax has indeed been deducted from the individual taxpayer’s income.

    Names of Other Documents to Change as Well
    Under the new tax legislation, the names of various other tax-related documents will also undergo changes. In particular, Document 26AS—which is issued by the Income Tax Department—will be renamed Document 168. The quarterly TDS statement, currently known as Form 24Q, will be renamed Form 138 under the new Income Tax Act.

    The Name Change Will Have No Functional Impact
    Tax experts state that the renaming of these documents will have no bearing on their functionality or requirements. Rather, this change has been implemented in alignment with the revised provisions introduced under the new legislation. The primary objective is to eliminate redundancies, simplify regulations, and ensure that these documents are fully consistent with the Income Tax Act, 2025.

    New Legislation to Replace Existing Tax Laws
    It is noteworthy that the Income Tax Act, 2025, will supersede the current legislation, which has been in force since 1961. Under the new Act, apart from the changes regarding documentation, no alterations have been made to the taxes themselves or the overall tax structure; however, several modifications have been introduced with the aim of reducing the compliance burden on taxpayers and aligning the law with modern-day realities.
