Washington. A draft of US President Donald Trump’s plan to end the war in Ukraine has surfaced. The draft calls for Ukraine to hand over some of its territory to Russia and limit the size of its military.

This draft is said to be the result of negotiations between the US and Russia. It contains several conditions that appear to be favorable to Russia’s interests. Russia initiated this conflict by invading Ukraine nearly four years ago. Experts say that accepting this plan will be extremely difficult for Ukrainian President Volodymyr Zelensky. Zelensky has previously rejected Trump’s demands to cede land.


European countries have also objected to this proposal. They say such a proposal would encourage Russian aggression and strengthen Putin, not weaken him. The draft proposes preventing Ukraine from joining the North Atlantic Treaty Organization (NATO). Furthermore, it also suggests a halt to NATO’s future expansion. This would be considered a major strategic victory for Russia, as Russia considers NATO a threat.

Russia to Gain Full Control Over Donbas Region
According to the proposal, Russia would gain control over the entire Donbas region of eastern Ukraine. Ukraine still holds approximately 14% of the territory, but according to the draft, Russia would also receive it. The draft also proposes a way to lift several sanctions against Russia and reintegrate it into the once-powerful G8 group. This US initiative has increased pressure on Zelensky.

Both sides agreed on most of the draft’s provisions.
Sources say that drafting began when President Donald Trump’s special envoy, Steve Witkoff, spoke with Zelensky’s close adviser, Rustam Umerov. Umerov agreed to most of the draft after some changes and presented it to President Zelensky.

US military officials arrived in Kyiv
On Thursday, US Army Secretary Dan Driscoll also arrived in Kyiv and discussed the draft with Zelensky. Zelensky said in a statement released on social media that the two countries would work together on the provisions of the peace plan. He did not comment directly on the draft’s contents. He wrote, “Ukrainian and US teams will work on the provisions of the plan to end the war. We are ready to move forward constructively and quickly.”

Ukraine to be Reconstructed with $100 Billion
The draft also states that Russia will promise not to launch any future attacks. Additionally, approximately $100 billion in seized Russian assets will be used to fund reconstruction in Ukraine. However, the demand to hand over land to Russia is difficult for Ukraine and is also against the country’s constitution. Zelensky has consistently made it clear that such a compromise will not be accepted.

Russia to Receive Half of Zaporizhzhia Nuclear Plant’s Power
According to the plan, Russia will be able to use half of the power generated by Europe’s largest nuclear power plant in Zaporizhzhia. Russia has controlled the plant since the beginning of the war. Meanwhile, European countries say they should not be ignored in any such plan.

Considerations Sought from Russia and Ukraine on Acceptable Terms: White House
There is talk from the streets and diplomatic circles that US Secretary of State Marco Rubio and Witkoff have been quietly working on this plan for a month. White House Press Secretary Caroline Levitt stated that both Ukraine and Russia were consulted on acceptable terms in this process. Putin’s close advisor Kirill Dmitriev and Witkoff played a key role in this process.

Europe Concerned by Trump’s Plan
After the draft was revealed, European countries expressed displeasure and said that they and Ukraine should have been included in the plan. Europe is already worried that the Trump administration is excluding it and Zelensky from the negotiations. Trump’s previously soft stance toward Putin has been a source of concern. However, last month he imposed tough sanctions on Russia’s oil sector, which will come into effect on Friday. EU foreign policy chief Kaja Kallas said Ukraine and Europe’s support is essential for any plan to succeed. She acknowledged that the draft appears too biased toward Russia.
German Foreign Minister Discusses Ending the War
German Foreign Minister Johannes Wadephul stated that he spoke by phone with Witkoff and Turkish Foreign Minister Hakan Fidan, discussing various efforts to end the war.

Our Land Is Not for Sale: Ukraine’s Ambassador to the UNSC
Kristina Hayovyshyn, Ukraine’s deputy ambassador to the UN Security Council, stated that Ukraine has officially received Trump’s peace plan and is ready for constructive dialogue. However, while maintaining clear boundaries, she reiterated that Ukraine will never accept Russian-occupied territory. “Our land is not for sale,” she said. “Ukraine will not accept any limits on its military or any compromise on its sovereignty, nor will it give up its right to join alliances of its choice.”

Trump administration efforts fail to yield any results
Trump has already expressed his intention to end the Ukrainian war. It is unclear whether European foreign ministers have seen this draft. Although this information was first reported by Axios, many elements of the plan have been discussed before. Trump stated last month that the Donbas region should be “divided,” with a large portion remaining with Russia. Despite this, the Trump administration’s diplomatic efforts this year have failed to yield any results. Putin and Trump’s meeting in Alaska ended without an agreement, and the next meeting in Budapest was also canceled.

Russia claims control of Kupiansk
Meanwhile, Russian Army Chief General Valery Gerasimov claimed that Russia has fully taken control of the city of Kupiansk in Ukraine’s Kharkiv region. However, he also stated that some Ukrainian troops remain in the city. The Ukrainian military rejected Gerasimov’s claim, stating that Kupiansk remains under their control.
