Draft SIR released in Chhattisgarh, Kerala, MP and Andaman; names of so many lakh voters removed from the list

December 23, 2025

Bhopal: The draft electoral rolls have been published in four states of the country – Madhya Pradesh, Chhattisgarh, Andaman and Nicobar Islands, and Kerala – following a Special Intensive Revision (SIR) campaign conducted by the Election Commission. The main objective of this revision was to prevent fraud and purify the electoral rolls by removing the names of deceased, shifted, or duplicate voters.

Millions of voters’ names have been removed from the rolls in these four states as a result of this process. In Madhya Pradesh, a total of 42,74,160 voters’ names have been removed from the list under this campaign. The total number of voters in the state has now changed significantly. In the capital city of Bhopal alone, 4.38 lakh names were removed after the revision. The largest reductions were seen in the Govindpura and Narela assembly constituencies of Bhopal. A total of 42,74,160 voters’ names have been removed from the electoral rolls in the state.

In Madhya Pradesh, the number of shifted and absent voters is 31.51 lakh, or 5.49%. Additionally, the number of voters enrolled in more than one place is 2.77 lakh, which is 0.48%. The claims and objections process will continue until January 22, 2026, and the final electoral roll will be published on February 21.

In Chhattisgarh, a total of 27,34,817 names have been removed since the special campaign in 2003. Of these, more than 19 lakh voters have permanently shifted from their old addresses, while 6.42 lakh voters have died. Approximately 1.79 lakh names were removed due to ‘duplicate entries’. The first phase of the Special Intensive Revision (SIR) of the electoral rolls in Chhattisgarh saw tremendous participation.

Kerala’s Chief Electoral Officer, Ratan U. Kelkar, informed that more than 24 lakh voters have been removed from the draft list in the state. In Kerala too, a large number of people were found who no longer reside at the relevant polling booths or whose names were registered in more than one place. Following a special intensive revision (SIR) campaign conducted in the Andaman and Nicobar Islands, the draft electoral roll has been published. Out of a total of 310,404 enumeration forms, 79.38 percent, or 246,390 forms, were returned.

According to the draft roll, 2.96 percent, or 9,191 voters, have been identified as deceased. 51,906 voters, representing 16.72 percent, have permanently shifted out of the region and their forms were not submitted. The number of voters whose names are registered in the electoral rolls of more than one polling station is 2,917, or 0.94 percent.

The Election Commission has given voters in all four states the opportunity to register claims and objections if their names have been incorrectly removed from the rolls. The last date for filing claims and objections is January 22, 2026. After scrutiny and corrections, the final electoral roll will be published on February 21, 2026.
