Names of 65 lakh voters in Bihar deleted, now 1 month to file objection

August 02, 2025

New Delhi: Assembly elections are going to be held in Bihar this year. Before that, the Election Commission has released the draft voter list (special intensive revision). According to the new list, more than 65 lakh names have been removed from the voter list. Names of 7.24 crore people have been included in this list. Most of the people removed have said goodbye to this world or have shifted to some other place.

The Election Commission has released the draft voter list on its official website. Draft voter list is a process started by the Election Commission which is in controversy, because it has been started a few months before the elections. Opposition political parties allege that through this the votes of poor and backward class people are being snatched.

The Election Commission has said that a printed copy of the draft voter list has also been given to the political parties. So that they can check the list and if there is any ‘mistake or objection’, they can get it corrected. This process will continue for one month i.e. till September 1. After this the Commission will release the final list.

However, the Rashtriya Janata Dal (RJD) has expressed objection to sharing the printed copy of the draft voter list. RJD says that the Commission should give them this data in a pen drive or CD so that it can be checked easily. On the other hand, Congress has expressed objection and asked the Election Commission that how many foreign citizens were in the voter list till now and have they been removed from this draft list?

On the other hand, the NDA (BJP-led alliance) alleges that a large number of Bangladeshis and Rohingyas live in Bihar, especially in Kosi and Seemanchal areas, who had got their names added to the voter list illegally. The alliance says that the opposition parties are opposing the draft voter list to save these voters.

The Election Commission has also released district-wise data of the draft voter list today (Friday). The maximum number of names have been removed by the commission from the capital Patna. 50.04 lakh voters were registered from Patna till June 24 and the maximum number of 46.51 lakh enumeration forms were submitted here. But there are 3.95 lakh forms which were either not submitted or were not added to the draft list.

Apart from Patna, the districts in which the maximum number of forms were not returned or were not included in the draft list are:

  • Madhubani (3.52 lakh)
  • East Champaran (3.16 lakh)
  • Gopalganj (3.10 lakh)
  • Begusarai (2.84 lakh)
  • Muzaffarpur (2.83 lakh)
  • On the other hand, Sheikhpura district had the least – only 26,256 such forms.

The Election Commission has said that 22.34 lakh names were removed because those people are no longer alive. 36.28 lakh people have moved to another place permanently or were found absent. 7.01 lakh people had registered their names at two places, so they were removed.

Before the Election Commission started the process of Special Intensive Revision, there were a total of 7.9 crore registered voters in Bihar. Now this figure has come down to 7.24 crore. RJD wants to know from the Election Commission on what basis a person was considered ‘dead’ or ‘permanently migrated’? Was any certificate taken from the family?

Other parties like CPI (ML) have termed the Special Intensive Revision as ‘Vote Bandi’. They say that this is just like the ‘Demonetization’ scheme, which affects the poor the most. Congress has asked in its memorandum that how many forms were submitted without photo or identity document and whether they were rejected by the BLO?

Several petitions are pending in the Supreme Court, in which this entire process has been challenged. The main controversy is that Aadhar card and ration card were not accepted for identification, whereas the poor have these documents.

The Supreme Court has said in a recent hearing that no one should be excluded from the list on a large scale and Aadhaar card should be included in the valid documents. RJD leader Tejashwi Yadav has even said that if the Election Commission does not resolve this issue, then the option of boycotting the assembly elections is open.
