This bomb is being called ‘Graphite Bomb’, which can completely paralyze the power system. According to the report of Chinese government media, the idea behind this is to bring the enemy to the brink of surrender even before the war.

An animation video of this bomb was shown on a channel connected to China’s CCTV. In this, a missile was launched from the ground, which releases 90 small balls. These small balls release fine carbon filaments in the air, which short circuit the surrounding power grid and stop the power supply in an area of ​​more than 10,000 square meters.

Although the technical details of this bomb are not given in this animation video, experts say that this weapon is similar to the graphite bomb used by the US in Iraq and Kosovo. Its estimated range is 290 kilometers and the warhead weighs 490 kilograms, making it suitable for precision attacks on Taiwan’s sensitive power substations.

The timing of showing this bomb and its public display is a message in itself. Even though China has not officially deployed it, the promotion of this capability is an attempt to put mental pressure on Taiwan.

The Asia Times report has revealed China’s dangerous plan, citing the 2023 report of the RAND Corporation. In this, Timothy Heath and other analysts had said that Taiwan’s defense rests on three pillars: infrastructure, economic condition and public morale. If China weakens these three through power cuts and chaos, then it will not need a conventional war.

According to a March 2024 report by the Financial Times, Taiwan’s power system is primarily dependent on three transmission chokepoints, which carry electricity from the southern part of the country to urban centers in the north. If these points are attacked simultaneously, especially during a storm or election, there is a 99.7% chance that there will be a near-complete blackout in northern Taiwan.

The whole country will be plunged into darkness
According to the report, Franklin Kramer warned in a July 2024 Atlantic Council report that such blackouts will not just turn off the lights, but will paralyze emergency services, health systems, transportation and government communications. This will not be just a side effect but part of the strategy.

The aim of the Chinese Army i.e. PLA is not just to send troops, but to first disable the C4ISR system (command, control, communication, computer, intelligence, surveillance, reconnaissance) so that Taiwan becomes politically and administratively unstable.

Plan to bring Taiwan to its knees
In an October 2022 report by RAND, Cel Lilly writes that PLA wants to avoid war in cities like Taiwan because it can become like ‘killing a rat in a glass shop’. That is, the damage will be very high. Therefore, China’s plan is not to destroy the cities with bombs but to ‘shut down’ them by cutting off electricity.

China’s strategy is not limited to just graphite bombs. Cyber ​​attacks, propaganda, economic pressure and sea blockade are all part of it. In a May 2025 report by ‘The Interpreter’, Vincent So writes that China is no longer trying to explain to Taiwan why unification is necessary, but is trying to show that it is no longer possible to avoid it. According to a 2024 report by CSIS, Taiwan imports 97% of its energy and 70% of its food.
