
Shimla: An alert has been issued in Himachal Pradesh following a cruise accident that occurred at the Bargi Dam, located near Jabalpur in Madhya Pradesh. The state government has directed Deputy Commissioners to issue guidelines regarding water-based activities. The government has clarified that, under the new regulations, it is now mandatory for every individual participating in any water-based activity to wear a life jacket.
Action to be Taken Against Rule Violators
No individual will be permitted to board a boat or vessel without wearing a life jacket. There will be absolutely no compromise on safety during water-based activities. Strict action will be initiated against anyone found violating these regulations.
Safety Equipment is Mandatory
Recreational water sports and activities are organized at various locations across the state, including the Gobind Sagar Lake in Bilaspur district, the Kol Dam Reservoir, the Beas River in Kullu district, the Ravi River in Chamba, and at various other dams constructed within the region. Thousands of tourists flock to these sites to enjoy these water sports. The government has also made it mandatory for every boat to carry adequate safety ropes and a first-aid kit.
Passenger Limits Must Be Respected
Furthermore, no boat, vessel, or cruise liner is permitted to carry passengers exceeding its designated capacity limit. The maximum passenger capacity of the boat must be clearly displayed. Additionally, the engine of a motorboat must be appropriately matched to the vessel’s specific capacity.
Only Trained Staff to be Deployed
Henceforth, only trained and certified personnel will be deployed to manage water-based activities. Boat operators, lifeguards, and other support staff are now required to possess valid certifications related to swimming, rescue operations, and first aid. The involvement of untrained individuals in these operations has been strictly prohibited.
Tourists Must Be Briefed on Safety
It has also been clarified that regular technical inspections of boats and equipment are mandatory. Should any mechanical defect or malfunction be detected, the operation of that specific boat must be immediately suspended. Furthermore, prior to the commencement of every trip, it is mandatory to brief tourists regarding safety regulations and the appropriate procedures for handling emergency situations. Rescue teams, rescue boats, and emergency communication systems will be available 24 hours a day at key water sites. Clear warning boards will be installed in hazardous areas. Water-related activities will be prohibited in certain sensitive zones.
