Canada: Intelligence agency admits Khalistanis are using Canadian soil against India

June 19, 2025

New Delhi. Canada has admitted for the first time that Khalistani extremists are using Canadian land to spread violence and terrorism in India. A recent report by the Canadian Intelligence Agency (CSIS) states that Khalistanis are using Canada as a base to promote, raise funds or plan violence in India.

CSIS released its annual report on Wednesday, outlining some of the major concerns and threats to Canada’s national security. The report by Canadian intelligence agency CSIS clearly states, ‘Khalistani extremists continue to use Canada as a base to promote, raise funds or plan violence, primarily in India.’

‘Canada has become a stronghold of anti-India elements’
The CSIS report has confirmed that Canada has become a safe haven for anti-India elements, confirming India’s concerns raised for years. The report states that since the mid-1980s, the threat of PMVE in Canada has manifested mainly through CBKE.

The report states, ‘A small group of individuals are considered Khalistani extremists, as they use Canada as a base to promote, raise funds or plan violence mainly in India. In particular, real and alleged Khalistani extremism emerging from Canada continues to promote Indian foreign interference activities in Canada.’

Use of the word extremism for the first time
At the same time, the most important thing about this report is that for the first time Canada has officially used the word ‘extremism’ for Khalistani groups. This is a big change, because earlier the Canadian government and agencies used to take this issue lightly or considered it only a part of ‘community activities’. But now with this clear admission of CSIS, it has become clear that Khalistani militants are not only a threat to India, but can also be a matter of concern for Canada’s own security.

This is how tension increased in relations
Let us tell you that in the year 2023, the then PM of Canada Trudeau claimed that his government has evidence of India’s involvement in the murder of Khalistani terrorist Hardeep Singh Nijjar. India has denied the allegations, calling them “absurd” and “motivated” and accused Canada of giving place to extremist and anti-India elements.

After this, India recalled six diplomats from Canada, as the Canadian officials investigating Nijjar’s murder termed them as their own interest. Nijjar was shot dead outside a gurdwara in Surrey, British Columbia, on June 18, 2023.

Opposition to PM Carney’s decision
Canadian Prime Minister Mark Carney faced criticism for inviting Indian Prime Minister Narendra Modi to the G-7 summit, with some Sikh supporters and his own MPs expressing disagreement. However, Carney defended his decision, citing India’s importance in global affairs.

Carney emphasized India’s position as the world’s fourth-largest economy and most populous country, which makes it an important player in tackling global challenges.
