
New Delhi: FATF has given a shocking report on the terrorist attack on Pulwama in 2019 and Gorakhnath temple in April 2022. Online shopping was done for the explosives used in these terrorist attacks. Aluminum powder used in IED was ordered from e-commerce website AMAZON. VPN was used to hide the name and location in the order, while payment was made from PAYPAL.
The FATF report says, “Indian officials had concluded that the attack was carried out by Pakistan-based terrorist organization Jaish-e-Mohammed. Investigation has revealed that a large amount of explosive material was brought to India from across the border. The shocking thing was that the aluminum powder used to make the bomb more lethal was purchased from ‘AMAZON’.”
Gorakhnath Temple Attack
The terrorists involved in this attack had connections with Islamic State (ISIL). For the explosives used in the attack, the terrorists sent an amount of Rs 6,69,841 to foreign accounts through online payment service PAyPAL. At the same time, they hid their identity by using secret internet network (VPN) for the order.
Investigation revealed that the terrorists had paid from their bank account to buy VPN service. In total, 44 international transactions were made and Rs 10,323.35 was also received from a foreign account. After this suspicious activity, PAYPAL suspended his account.
What concerns did FATF raise?
The report also said that the governments of some countries directly support organizations promoting terrorism through financial, material, training and trade. For example, oil was sent from one country, which was converted into gold in another country and then converted into cash in a third country.
Changing method of terrorism
Now terrorist organizations do not operate from one place like before. Now they are divided into small groups and are working from their respective areas. Like earlier Al Qaeda used to take all its decisions from a central committee ‘Majlis al-Shura’, but now it has given the responsibility to teams in different areas. Its team working to spread terror in India is called ‘Al Qaeda in the Indian Subcontinent’ (AQIS).
Questions again on Pakistan
Indian agencies had confirmed that the Pulwama attack was carried out by Pakistani terrorist organization Jaish-e-Mohammed. Under Operation Sindoor, India had attacked nine terrorist bases in Pakistan-occupied Kashmir and Pakistan in May 2025, killing around 100 terrorists, many of whom were involved in the Pulwama and IC-814 plane hijacking cases.
