Bhopal: With the three-tier Panchayat elections on the horizon in Madhya Pradesh, the Dr. Mohan Yadav-led government has begun extensive preparations. The elections are planned for April-May 2027—one to two months before the terms of the state’s approximately 23,000 Gram Panchayats expire. This time, the electoral process may be preceded by historic amendments to the state’s Panchayati Raj system, which could bring significant changes to the functioning of these local bodies.
Plans to Transfer Gram Sabha Powers to Panchayat Committees
During a Sarpanch conference held in Gram Panchayat Garra (Balaghat district), Minister for Panchayat and Rural Development Prahlad Patel made several key announcements. He stated that the government is working expeditiously to implement a new system by November. Under the new rules, while the Gram Sabha will remain mandatory, many of its core powers will be transferred to Panchayat committees. The process of amending the rules at an administrative level is currently underway, and an official notification is expected to be issued within the next month.
Panchayats to Gain Authority to Levy Taxes, Similar to Municipalities
To strengthen the rural economy and enhance the financial viability of Panchayats, the government intends to grant them the authority to levy local taxes—modeled after the system used by municipalities. A detailed framework outlining the specific items subject to taxation and the applicable tax rates will be released soon. Minister Patel reiterated that the primary objective behind holding the elections ahead of schedule is to ensure a smooth transition of responsibilities to the newly elected Panchayats.
Inauguration of 2,472 New Two-Story Panchayat Buildings on December 25
As part of efforts to bolster infrastructure development across the state, 2,472 new two-story Panchayat buildings will be inaugurated on December 25, coinciding with the birth anniversary of former Prime Minister Atal Bihari Vajpayee. The traditional design of Panchayat buildings has been modified to make them two-storied, with an allocation of Rs 37.50 lakh approved for each building. Additionally, the Rural Development Department has constructed over 3,700 community buildings, with costs ranging from Rs 25 lakh to Rs 48 lakh each. In Panchayats with a population exceeding 5,000, at least two such community buildings have been constructed.
Previous elections held in June–July 2022
It is noteworthy that the last three-tier Panchayat elections in Madhya Pradesh took place in June–July 2022. For the upcoming 2027 elections, the electoral roll will be prepared based on the status as of January 1, 2027. However, the exact dates for polling in April–May 2027 will be officially announced by the State Election Commission at a later stage.
